The Obama Administration expanded eligibility for State Children's Health Insurance Fund (SCHIP) soon after taking office.In 2007, President George W. Bush vetoed the Children’s Health Insurance Fund bill that expanded the health insurance program for children of low income families. One of President Obama's first order's of business, on Feb 4, 2009, was the signing of the SCHIP into law to ensure health insurance eligibility for four million American children, pregnant women, and even first-time legal immigrants. 

The program is regulated under the United States Department of Health and Human Services to specifically and directly provide $32.8 billion healthcare funding to children of low-income families who cannot meet the requirement for Medicaid.
